IPA extends PHP checks to VPN and security appliances: trace fixes into the device
IPA addition dated November 2 · originals checked November 4 JST
Summary
IPA added appliance web interfaces to its PHP warning on November 2. Product exposure, vendor fixes and evidence that an individual device is running the remedy require separate records.
A company website can be patched while an office appliance still needs attention. On November 2, Japan's information-security agency IPA expanded its PHP warning to mention web interfaces in VPN and security appliances. Not having installed PHP yourself does not establish what software a purchased device contains.
Key facts
IPA says PHP can be used in web interfaces for VPN and dedicated security appliances. A VPN provides a connection into an organization's network; a web interface is a device's settings or user screen opened in a browser. IPA advises checking each product developer's information for its actual exposure and countermeasures. IPA notice updated November 2
The addition broadens the inventory for two existing flaws, CVE-2026-109618 and CVE-2026-109619. It is neither a list declaring every VPN vulnerable nor a new PHP patch announcement. CISA added both CVEs to its known-exploited catalog on October 26; that does not establish an intrusion into a particular company's device. Original CISA catalog

1. Software hidden behind a product name
Opening a device address in a browser brings up a status or settings screen. Behind it, software interprets requests and produces results. PHP is one program that can do that work. Calling the product a VPN or a security appliance does not describe every web-processing component inside it.
This example assumes an appliance containing PHP. It is not the internal design of a named product or a confirmed intrusion path.

The team says our website does not use PHP. What should I ask next?
Pocket NotebookAsk for the product, model and installed version of appliances operated separately from the website. Match that inventory to the vendors' notices for both CVEs. A screen's appearance does not identify its underlying software.
2. Conditions that make a web request dangerous
The PHP developers identify installations serving web requests with vulnerable PHP as at risk. Memory is the working space that temporarily holds data being processed. One flaw mishandles incomplete request data during cleanup after memory exhaustion; the other leaves references to a finished request's memory that a later request can use. When attack conditions line up, these memory errors can enable code execution with PHP's permissions, beyond the screen's intended functions. PHP developers' announcement
Assessing a product requires knowing whether it contains vulnerable PHP, whether requests can reach the relevant processing, and whether fixes are included. Even if the management screen is not directly public, its reachable audience and the supplier's advice remain separate checks.
| Condition | Evidence to request | What it establishes |
|---|---|---|
| Included software | Vendor response for the model and installed version | Whether that product is affected by the two CVEs |
| Access path | Exposure and access restrictions for management or user screens | Who can reach the relevant screen |
| Fix status | Product advisory and running installed version | Whether the recommended fix reached that device |

- The researcher
Can changing the administrator password finish this check?
Pocket NotebookA password change does not repair memory-handling code. The PHP team also warns of attacks that can start without a login. Ask for authentication settings and product fix status separately.
3. From a PHP fix to a running appliance
The first official fixes for these two flaws were 8.2.35, 8.3.36, 8.4.27 and 8.5.12. A product vendor may deliver the PHP changes inside its firmware: the software bundle that operates the device. Its installation and validation procedure differs from replacing PHP files yourself. Memory-exhaustion advisory · Stale-state advisory
The PHP announcement also describes backports from some distributions and long-term-support vendors. A backport brings selected fixes into an existing version line. If a displayed PHP version looks old, examine the product build, fix history and the supplier's confirmation for both CVEs together.

Is a reply saying the update file was downloaded enough?
Pocket NotebookAsk which build was actually applied to which device. Check any restart or reapplication requirement against that product's official procedure. Separating file acquisition from the time the device began running the fix reveals unfinished steps.
4. Answers to request from the operator
Here is a fictional inquiry: “For appliance A's model and current build, please identify exposure to both CVEs, the recommended update or temporary measures, and how to verify the result.” It connects the answer to one product. “Everything is current” leaves the inspected devices and reference date unclear.
If updating is difficult, weigh exposure and service disruption when considering the vendor's mitigations or access restrictions. IPA also calls for considering staffing, budget and continuing maintenance. A disappearing warning alone is not a reason to remove safeguards or replace embedded PHP independently.
The earlier PHP and Linux attack-chain explainer discussed server privileges after web processing. This inventory starts earlier: finding which organizational products contain PHP at all.

If I do not manage the devices, what should I pass on, and to whom?
Pocket NotebookSend the product inventory and both CVE identifiers to IT or the maintenance provider. Ask for exposure, remedy status and actual application evidence per device. An unknown item should remain “under investigation” so the next owner can follow it up.

Start with the product inventory
PHP can handle requests inside a product even when its name never appears on a purchase list. A record connecting websites and appliances to models, builds and supplier answers reveals where the organization still has work to do.
