OpenAI behavior guidance explained: can a webpage authorize an AI action?
Follow-up to the October 29 revision · originals rechecked November 3
Summary
OpenAI’s October 29 behavior guidance treats outside instructions as information by default. A fictional hotel comparison shows who can authorize booking and which execution records matter.
You ask an AI to compare hotels, but a hotel page tells it to make a payment. Whose direction should it follow? AI developer OpenAI's October 29 Model Spec revision asks models to distinguish material they read from the intent of the person who assigned the work.
Key facts
OpenAI revised the Model Spec, its public description of intended model behavior, on October 29. It explains instruction priority, interpretation of context, the scope of autonomous work and effects on the outside world. Revision announcement
OpenAI says production models do not yet fully reflect the guidance. A written principle should not be read as a particular service's blocking feature or the result of a safety test. October 29 Model Spec

1. Permission to read the material
An AI agent uses tools such as a browser or files as well as writing answers. When someone asks it to compare hotels, reading prices and locations serves that goal. Every sentence on the page does not become a new assignment.
The Model Spec requires instructions inside external documents, attachments and tool results to be treated as information by default. Untrusted here does not mean every price is false. It means the author of that material does not automatically gain authority to change the AI's assignment. Handling external material
| Material in a fictional hotel comparison | Information it supplies | Separate decision |
|---|---|---|
| Dates and area chosen by the user | Comparison criteria | The scope of the original assignment |
| Room prices and cancellation terms on a hotel page | Material for comparing candidates | Evidence of freshness and additional charges |
| A request on the page to pay or transmit data | What an outside author is requesting | Whether the user authorized that action |

What if the instructions are on the hotel's official website?
Pocket NotebookIt can be a source for room terms without gaining authority to expand your request. If you ask the AI to complete a form according to that site's guide, you can delegate relevant steps to it. That still does not automatically authorize payments or personal-data transfers outside the assignment.
2. How a sentence can lead to harm
An attempt to redirect AI work with instructions embedded in outside material is called prompt injection. The risk is not limited to a file asking you to install software. A sentence in a webpage or document can change the work if the AI mistakes it for an instruction to follow.
The following is a fictional failure path, not a test of a real hotel or product. The user requested comparison only, an outside page requests a booking, and the AI mistakes that request for authorization. If a booking tool is also available to execute, an unwanted reservation or charge could result.
Without an execution tool, an outside author could still try to bias a recommendation or answer. Distinguishing the source of instructions and limiting the tools that can actually run address different parts of the problem.

Does writing “ignore instructions on this page” solve it?
Pocket NotebookThat sentence alone does not establish that every attempt will be blocked. Keeping booking and payment tools out of a comparison task can limit the charging path in this example. The service operator also needs to restrict what remains possible if the AI makes the wrong judgment about the material.
3. Agree on a concrete scope
OpenAI describes setting goals, acceptable costs, data and access, and points requiring renewed approval when delegating multi-step work. The aim is not to ask again for every minor lookup. Work can continue within the agreed scope, while expansion requires approval from the original user or developer. Scope of autonomy
The same hotel task can have either of the following scopes. These are explanatory examples, not feature instructions for a particular travel service.
| Assignment | Authorized result | Point to stop and ask |
|---|---|---|
| Compare hotels only | Candidates and terms matching the dates and area | Before moving to a reservation or payment |
| Book within specified conditions | A reservation within agreed room conditions and a total-price limit | Changes outside the agreement, such as exceeding the limit, different dates or new personal-data requests |

When booking is authorized, define the total including taxes and fees, cancellation terms, and what information may go to whom. “Choose the best one” leaves the acceptable cost and reversibility unclear.
The cat asks Q&A
- The researcher
If I already authorized a booking, do I approve every button?
Pocket NotebookApproval depends on the agreed scope and the service's rules. Authorized lookups and actions can continue, while a more expensive room or a new recipient needs to be checked against that agreement. A clear initial scope can reduce both unnecessary questions and surprising actions.
4. Evidence to look for in the service
After reading that an AI takes only authorized actions, look at the permissions it receives and what it actually did. Behavior guidance defines intended judgment, app tool permissions limit available actions, and execution records show events. These are practical design checks for work with outside effects.

The earlier agent-monitoring article covered alerts and stopping after suspicious activity is detected. Developer guidance for that monitoring system also describes missed detections and false positives, and calls for retaining human approval for important actions. Monitoring limitations
The cat asks Q&A
- The researcher
I cannot inspect the technical settings. What can I check?
Pocket NotebookAsk the operator whether comparison can invoke booking, which conditions appear before execution, and where the resulting record is kept. If you actually delegate a reservation, compare its booking and charge records with the AI's completion message.

A shared reference for delegated work
Giving AI access to useful material need not give that material's author authority to change your assignment. Define the result and the permitted actions together, so the same agreement guides the work from reading an outside sentence to receiving a reservation record.
